Job Summary: The Economic Empowerment Programs Manager provides program leadership and accountability through intensive staff management, training and evaluation; ensuring efficient service provision; coordinating and resolving program challenges with other agency managers. Position will manage employment programs including: Matching Grant (MG), Refugee Transitional Cash Assistance (RTCA) and Refugee Social Service Employment Program (RSS). Position will directly supervise staff, providing department procedures and policies, guidance, training, accountability for performance and day-to-day scheduling. Position will work to expand and diversify the Employment Department’s employer bank, leading efforts to engage new businesses and build connections with workforce development partners. Position will work with ACC’s Management team to create supportive and complementary programming to assist refugees as they integrate in to the local community. Position will actively meet with and coordinate across departments to ensure streamlined and efficient service provision.
Key Responsibilities
1) Program Management
- Review client referrals for employment programs, conduct assessments for employment program eligibility and assign cases to Employment Specialists.
- Track monthly enrollment and placement for MG, RTCA and RSS programs according to program goals, as well as track clients enrolled in TCA.
- Oversee the scheduling of pre-employment services, including job readiness, resume and mock interview workshops.
- Ensure documentation and follow-up of all employment placements, as well as 90 days’ job retention and 120 and 180 days’ self-sufficiency statuses.
- Conduct meetings with community members according to the Grievance Policy and provide follow-up.
- Provide back-up support for other management-level staff.
2) Program Financial Management
- Track, review and authorize MG, RTCA and RSS expense fund requests and program expenditures.
- Ensure that disbursement and documentation of MG, RTCA and RSS payments follows program
3) Business Engagement Strategy
- Lead development of a business engagement strategy aligning the refugee employment program with employer partner needs.
- Lead Employment Team outreach strategy (with direct collaboration and oversight from SIPM) in order to diversify employer partner database to accommodate range of clients’ education, work experience and skills.
- Conduct prospecting for and needs analyses with potential new employer partners, and build relationships with other entities such as job centers, community colleges and local DSS offices.
- Assign and monitor employer outreach activities of program staff.
- Maintain regular communication with existing employer contacts.
- Respond to all contacts from potential employers in a timely and professional manner.
- Maintain employer database for program staffs’ reference and use.
- Research and build connections to local job training and apprenticeship programs.
- Serve on the Skilled Immigrants Taskforce in Maryland with MORA and the Maryland DLLR.
4) Program Staff Management
- Direct management, guidance and coaching of all Employment Specialists and Employment Interns.
- Coordinate or provide coverage for staff during their absence to avoid a vacuum in service delivery.
- Collaborate with SIPM to hire or terminate staff members and address personnel concerns.
- Coordinate and lead weekly Employment Team Meeting.
- Attend biweekly Silver Spring office meeting and provide employment program updates.

- Attend quarterly all-ACC Staff meeting.
- Consult with direct service staff on case management strategies for complex cases.
5) Program Monitoring, Evaluation and Reporting
- Review MG, RTCA and RSS case files and online databases to ensure service provision and documentation quality and compliance, with direct support of Senior Integration Programs Manager.
- Track and ensure that all MG, RTCA and RSS goals are met on monthly, semi-annual and annual basis.
- Provide enrollment, placement and financial information to SIPM for inclusion on monthly, semi-annual and annual reports, including individual MG client in-kind donation and volunteer services information.
6) Program Development
- Serve as member of the management team, helping to create and maintain a values-based, high performing culture with efficient and high quality services.
- Help create and monitor evaluation methods and procedures for the employment programs.
7) Office Management
- Respond to emails and phone calls within 24 business hours.

Job Summary: This position is responsible for assisting RP/APA, refugee and asylee clients with seeking, obtaining, and maintaining employment, thereby attaining self-sufficiency. Other duties include preparing progress reports, and tracking financial expenditures and statistical data.
Key Responsibilities
1) Job Development
-Assess new clients’ employment and education by completing Employability Plans during weekly intakes.
-Conduct job search and complete job applications on behalf of Employability Service program participants.
-Facilitate all employment efforts with these participants: interviews, drug
tests/physicals, employment paperwork, employment verifications, challenges in
the workplace, etc.
-Work intensively with clients to improve employability through small-group
orientation and training sessions, including job interview preparation and job skills development, among other topics.
-Design schedules for trainings based on client language requirements. Job readiness and resume building workshops will be implemented on a regular basis and interview preparation classes will be provided when coordinating group interviews for open hiring.
-Develop and maintain a job data bank.
-Identify and provide clients with information on recertification, no- to low-cost
training programs, volunteer opportunities, and other resources if appropriate.
2) Outreach
-Conduct outreach to businesses in the Great Washington area on a regular basis.
-Maintain regular communication with employers.
-Respond to all contacts from potential employers in a timely and professional manner.
-Coordinate job application, interview and orientation processes.
3) Program Compliance
-Follow-up with employers after applications are submitted.
-Assist with transportation to, and interpretation of, interviews.
-Conduct employment follow-up within 3 days, as well as up until and after 90 days with both employers and clients.
-Acquire pay stubs and employment verifications in order to properly document
employment retention.
-Close case based on program guideline.
4) Report and filing
-Submit cash and rental assistance fund request.
-Document and distribute checks to clients.
-Maintain the integrity of clients financial records.
-Submit progress reports, including monthly and quarterly reports indicating any updates in the employment statuses of the active caseload.

Cultural Orientation Coordinator
Reports to: Resettlement Program Manager
Status: Full-Time/Exempt

Job Summary: The Cultural Orientation Coordinator will be responsible for coordinating and overseeing the Cultural Orientation program for recently-arrived refugees. The program is designed to support the successful resettlement of refugees by helping refugees understand the rights and responsibilities that they have in the U.S.; building the knowledge of refugee participants about their new communities; and ensuring that refugees have the knowledge, skills, and resources needed to achieve self-sufficiency. Cultural orientation is delivered in accordance with timelines and requirements of federal, state, and other funding sources.

Key Responsibilities:
- Teach cultural orientation curriculum to newly-arriving refugees. Topics will include: the role of the resettlement agency, the rights and responsibilities of refugee status, the importance of learning English and different supports available to help refugees learn English, public assistance benefits, an overview of U.S. laws, employment and strategies to obtain and retain employment, health and wellness, budgeting and personal finance, housing, hygiene, safety, cultural adjustment, education, and transportation. Many students will be limited English speakers.
- Assist in the development and ongoing modification of the cultural orientation curriculum to ensure it remains relevant to the changing needs of clients and any changes to the welcoming community.
- Manage relationships with key community partners to ensure that curriculum is accurate and relevant, and to ensure that the curriculum includes guest speakers and other experts. Partners include, but are not limited to, Immigration Legal Services staff, local police departments, school districts, and public transportation.
- Conduct pre- and post-program assessment with refugee participants. Share findings from the post-program assessment with each refugee’s team in a timely manner and track outcomes for reporting purposes.
- Respond to any requests for additional information about specific refugee clients from team members.
- Coordinate interpretation services for all cultural orientation sessions.
- Ensure compliance with federal, state, and local requirements to ensure that all such requirements are met by the cultural orientation program.
- Complete narrative reports and assist with proposal writing as needed.
- Participates in developing long-term planning and policies for the program.
- Keeps supervisors informed of trends, issues, and developments in providing services.
- Maintains case notes documenting all contact with clients and other parties involved with cases and adheres to strict confidentiality surrounding client information and records.
- Coordinates services with other key staff to assure comprehensive services for the refugee.
- Attends and participate in staff meetings and other meetings as requested.
- Abides by high quality of standards of case management and adheres to service delivery expectations of ECDC/ACC DC Metro and local state agencies.
- Performs other duties as assigned.
Education, Experience, Knowledge, Skills and Abilities
- Bachelor’s degree (B. A.) from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience.
- Adult education or teaching experience preferred.
- Cross cultural sensitivity and knowledge with the ability and desire to work with people of other cultures, some of whom will speak limited English.
- Ability to perform general mathematical functions and to explain to clients with limited English language abilities.
- Functional fluency in one or more foreign languages preferred.
- Broad knowledge of practices, principles, and methods employed in the resettlement of refugees, including a working knowledge and understanding of US Immigration laws and regulations.
- Written communication skills, ability to write reports and to make presentations.
- Detail-oriented, extensive documentation skills, organized and able to work in a multi-task environment.
- Skilled at crisis management, problem-solving, decision-making, negotiation, collaboration, and mediation.
- Attention to punctuality for work, appointments and report dates.
- Ability to self-start and work well in a team setting as well as individually.
- Computer skills in Word, Excel, and the use of email and other applications.
